Whereas, The Puyallup Tribe has existed since creation as the aboriginal people who are the owners and guardians of their lands and waters:
The Puyallup Tribe is an independent and sovereign nation, having historically negotiated with several foreign nations, including the United States in the Medicine Creek Treaty, and the Puyallup Tribal Council is the governing body of Puyallup Tribe in accordance with the authority of its sovereign rights as the aboriginal owners and guardians of their lands and waters, reaffirmed in the Medicine Creek Treaty, and their Constitution and By-laws, as amended, approved by the Assistant Secretary of the Interior on the first day of June, 1970: On August 30, 2000, the Puyallup Tribal Council enacted ordinance No. 15091 adopting the Puyallup Tribal Gaming Code to replace the Tribe's current Bingo and Gaming Codes.
The Puyallup Tribal Gaming Regulatory Office was thereby established. The code established an Advisory Commission consisting of three (3) members appointed by a majority vote of the Council. Only enrolled members of the Tribe may be appointed to the Commission. A commissioner shall serve for three (3) years.
The Puyallup Tribal Gaming Regulatory Office exercises all powers necessary to effectuate the purposes of the Puyallup Tribal Gaming Code. In all decisions, the Puyallup Tribal Gaming Regulatory Office acts to promote and ensure integrity, security, honesty and fairness of the operation and administration of all gaming activities.
The Council, appointed a Director, who is responsible for the day to day management and affairs, as well as overseeing the establishment and operation of all gaming activities. The Director is hired on a contract for a period of at least two years.
The Excutive Director employs special agents authorized to perform services reasonably necessary to assure compliance with the provisions of the Puyallup Tribal Gaming Code.
The Director,Advisory Commission, and members of the Council and their immediate families shall receive no personal compensation, gift, reimbursement or payment of any kind from any person wishing to do business with the Tribe relating to gaming.
The Puyallup Tribal Gaming Regulatory is the Enforcement and Compliance Agency empowered to enforce the regulation of Class III and Class II Gaming on Puyallup Tribe of Indians Land. Currently there are three gaming establishments regulated and licensed by the Puyallup Tribal Gaming Regulator Office, Class III Gaming: The Emerald Queen Casino and Class II Gaming: BJ's Enterprise.
